Who can i go to for emergency financial help? I am a single mother of two receiving ssi and afdc but very little childsupport. This month my son's medical lapsed and he was without insurance. My son broke his arm and i had to pay $650.00 in medical bills for next month n that is more then half my income and now i can't pay my rent does anybody know of any organizations who can help? Thanks
Emergency financial help for people in need? My mother has recently had major surgery and is unable to work very much. She has been denied for SSI and disability. My father died in Sept. and my mother is having trouble paying her bills and basic living expenses like rent and power. I wish that I could help her more but I'm not financially secure and am struggling with bills myself. Does anyone know of any resources in Nebraska that might help her?
Emergency financial help for low income family? I'm pregnant, and living with my boyfriend in a really nice, but low-income apartment. We already qualify for low income, but if we don't get about $1500 by January 1st, we'll get evicted. Does anyone know any organizations that can help us out. Once we pay this off, we'll be financially secure again, were just going through a hard time. I'm so desperate, that I'm tempted to go door-to-door and ask people for money, but its raining! Any help or advice would be great! LOL, no where in my question did I say I don't have a job. I think it's amazing how some people come on here and judge, and have a "Holier then thou" attitude. We are having money problems because I was involved in a car accident that wasn't my fault. I was sitting in rush hour traffic at a stop, and was rear-ended by someone who was going 65 mph. And for everyone's information, I do have health insurance, which I pay for myself. But I still had to co-pays which amounted to $250 for the ambulance ride, $100 for the hospital stay, $30 each for 2 prescriptions for pain, $30 each for 5 follow-up visits, $30 2x a week for 6 weeks for physical therapy, and I missed 3 weeks of work because of it. I will be getting a settlement, but that takes time. I'm not, and have not been on government assistance. I'm low-income, not on welfare. And all my money goes towards my tuition. And no, I will not put my questions on private until others who dont know anything stop judging people they dont know.
What kind of emergency financial assistance...? can one receive when out of work (other than unemployment insurance)? It appears that there is NO emergency financial assistance for the middle class, childless, unemployed, that are not addicted to any substance or a refugee from country with a despot in power. Any help out there for the American born educated, unemployed people??? Unemployment only lasts so long and doesn't pay the bills in their entirety. I have lasted over four months off my savings and wits and now out of time and money, I have never had so much trouble finding a job (any job), because despite what our administration says, our market is the worst right now. The rich are getting richer and the rest of us are going down the tubes. Help! For Luisa - Wal Mart pays MUCH less than unemployment...so therefore I would be MORE screwed financially. Anyway most of those types of positions are taken by those without education, and therefore they don't hire those of us because the hiring managers say I am "overqualified". I resent your stupidity in regards to thinking it is 'easy' out here to survive alone on just 'any' job. And by the way I HAVE worked a few days on what temporary I have obtained. If you don't have anything POSITIVE and helpful to add, then DON'T.
Does Texas offer emergency dental financial assistance? I have several severely infected teeth and I'm getting sick, dizzy, in unbearable pain. I don't have money up front for extractions. I have never tried to apply for welfare or state assistance and I've been running circles on the internet trying to figure out what to do.

Financial assistance on emergency veternary care? I have a 5 year old beagle who has slipped a disk in his back. He is currently at the vet, but doesn't seem to be improving. The options at this point are take him home and give him pain medicine and hope he recovers (50/50 chance) or he will have to have surgery which is very expensive. Are there any programs out there that give financial assistance to pet owners or any websites I could try? I can afford his regular care but this came at a bad time as I have a baby on the way and we just bought a new home. If anyone has any info I would greatly appreciate it. I live in the state of Illinois. Thanks for any info you have.♥
Seeking emergency financial aid? My family and I have run into an issue with money recently because my wife is 5 months pregnant and we have one other child. She recently lost her job and I have now fallen behind on many of our bills and am trying to figure out what we can do. I'm medically disabled from the Navy and receive a disability percentage a month not including my wages from my current employer but it is still not enough to cover everything without us both working. I'm very tempted now with no other options available to me to goto a payday loan store, but I've heard of the horror stories these can do, I do not have good enough credit for a loan, neither does my wife and my credit cards are not enough to cover expense. Now I face the upcoming utilities and car payments which currently only leaves me with enough to pay one utility and thats it, not to mention the fact I'm already behind 1 1/2 months on the other bills (non utility). Please help, any advice, sources to grants or anything please.. I must add to the user who posted first, I do not spend frivilous when I was in the Navy I could afford two cars and the bills I have, now that I'm out I cannot and I still have a lien on both.
emergency financial aid? I just found out my dad was laid off today and I will be a freshman in college this fall and the tuition is pricey. I didn't get aid from FAFSA because we could afford to pay but now after finding my dad was laid off the college tuition isn't looking well at all. If i call the office of financial aid at the school I'm going to and tell them about this situation, what could they do for us?
Checklist for elderly parents that are not planning for emergency situations - living will, financial, etc.? My dad is a private person. I do not know if he has a living will, his SS#, insurance information, where he would like to be buried, where he banks, if he has debt, etc. We have a good relationship, yet he is not planning for the future. He recently had a serious accident and this could be a good time to broach this uncomfortable subject. Please recommend a concise resource to find a "checklist" of items he needs to address in planning for emergencies or his passing. I love my dad and want to do everything I can to ensure his wishes are fullfilled. Thanks!
Help with emergency assistance to get special-needs child home to family? We're trying very hard to get a 16yo special-needs child home to his family across several states; he was here to offer his parents respite care but now has become homesick. Neither family has the financial resources to drive or fly him home... any advice? Sorry, forgot to add all details and didn't want to infringe upon privacy issues...but we need to drive him from Arkansas to West Virginia or fly from Memphis to Pittsburgh. Thanks for answering!
I need EMERGENCY financial advice!!!!!!!? After months of searching I found a used car I want to buy: 2001 Mercedes Benz E320 (leather, sunroof, 90k miles, warranty) asking only $8000 by a reputable dealer. Original asking price was $14000. I want to buy it, but my parents are saying NO. They say we're in a recession and that spending money on a luxury car isn't a good idea and that I should save the money for a rainy day. I do have a car right now, a 2002 Honda SUV that my dad "gave" me but it gets horrible gas mileage (18mpg), rattles and squeaks like crazy, has 150k miles and doesn't even have a CD player. I really want to buy this car and I think that if I buy it and economy gets worse, I can eBay the car and recoup most of what I paid since the car is under wholesale. So what do you guys think?
cash advance / financial aid - family emergency? We had a family emergency and my husband had to take our christmas money and go back home to be with his mother. So now we have no money for christmas presents for our girls. (we were going to take his last paycheck and go shopping this weekend... but he had to leave town this morning- and use his paycheck for his plane ticket etc) Anyways. I'm a full time student, but won't get my left over financial aid from school until the middle of January. Because i'm in school and we have two daughters, i'm not currently employed. Are there any cash advance companies that will do an advance on financial aid (after books and tuition i will have around $1000 left and i only want a loan/advance for $200.) ???? Can anyone give me some advice on where I can look? thanks in advance and merry christmas!
How are people able to live "within their means" if they have a financial emergency? My husband and I earn just enough to pay bills and keep a roof over our head. We have no social life, nice cars or holiday abroad like most people. Just recently our washing machine packed in. If we didn't have cover we would have to have found the money from somewhere to replace it. We also now have two carpet cleaners that don't work which means I have to find the money from somewhere to replace them. These are not things we fancy they are things we need. Note to LISA - there's no money left in pot to save after everything paid for!!!! Note to LISA A - there's no money left in pot to save after everything paid for!!!!

I'll be starting college this fall and will recieve financial aid; however, the aid awards don't pay out until a few days before school starts and I already have expenses that must be paid in order to attend thhat are due before I'll even see that award package (dorm deposit, tuition deposit, application fees, etc.) My family is dirt poor so even a small expense is a major burden and I can't even borrow any money until the aid goes out. What do you think Illegal immigrants a financial burden on Michigan ? For several months now, alarm bells in Lansing have been ringing uncontrollably as we are warned of the state's impending financial collapse should we fail to balance our budget and keep the cost of doing state business down. Unfortunately, many in Lansing are only willing to pay lip service to the problem rather than finding solutions to it. I choose to focus on the concerns of the taxpayers from the 74th district and their agenda, rather than the Lansing agenda of raising taxes and partisan bickering. For this reason, I am happy to join other Republicans in support of the Taxpayer's Agenda. An important part of this Taxpayer's Agenda is the creation of several task forces to address the issues that many in Lansing choose to neglect. I am excited to be a member of the Border Security and Immigration Reform, which focuses on homeland security and seeks ways to limit the negative impact that illegal immigration has on Michigan's economy. Taxpayer dollars are being used to subsidize illegal aliens in this state, and state programs are the vehicle that allows this. Medicaid costs have been increasing by millions annually, and the last thing we need is the added cost of care for people who should not be here in the first place. Other Midwest states have gone to a system where a Medicaid applicant must prove their citizenship before receiving assistance. After doing so, those states have seen a 5 percent reduction in Medicaid expenditures. If Michigan were to implement a similar program and achieve similar results, we could see a drastic decrease in Medicaid spending totaling roughly $125 million. Illegal immigrants who go to hospitals for emergency care rarely have the means to pay for their care. However, due to current laws, hospitals are not allowed to deny treatment based on inability to pay. As a result, the hospitals must count this "free" care as a loss, therefore passing the cost of this care onto other paying customers. Spectrum Health incurred charges of more than $700,000 last year alone on illegal immigrant health care, and they expect that figure to increase this year. Michigan's employment environment is also polluted with illegal immigrants. In fact, there have been several instances in which new projects have been hijacked by illegal immigrant workers. In the Thumb area of Michigan, the Harvest Wind Farm project so highly touted by Gov. Jennifer Granholm was being staffed by a contractor who hires not only out of state workers, but employs illegal immigrants as well. After first chiding the Republicans for forming the Immigration and Homeland Security Task Force, the Democrats have recently introduced legislation embracing some of our ideas. However, their half-hearted attempts don't stand up under scrutiny. Although they say they want to punish employers who hire illegals, they would only do so by canceling state contracts with these companies and requiring them to pay back incentives. No other punitive action would be taken. This is unacceptable. The latest task force hearing held in Jenison focused on homeland security threats that Michigan is now plagued with because of illegal immigration. Testimony included representatives from the U.S. Customs and Border Protection, Ottawa County Sheriffs, 9/11 families for a more secure America; and Jon DeWitte from Congressman Peter Hoekstra's office. The discussion centered on of law enforcement personnel, security officials and other concerned community members. We were successful in our mission to conduct a frank discussion in ways that we can end the unnecessary burden of illegal immigrants on our state. As my colleagues and I travel the state we look forward to hearing ideas from a diverse background. -- Rep. David Agema represents the 74th House District. Can anyone help a single mother of a two year old boy find aid in GA for rent? Hi, I am a single mother of a two year old boy and I am having some financial trouble. I am for the first time without rent money for the month of February and very affraid of me and my son being on the street. If anyone can help with finding a program that offers emergency assistance on such short notice it will be such a blessing. Thank you.
need financial help soon after bad domestic violence case mom and 4 children on street, no money. where is it? i put emergency P.F.A. on him, he beat me to judge, although later his were dropped against us,me and 4 kids ended up on street w/out home, job, belongings. the abuse continues, the justice system is doing nothing to help us and we need financial help soon. i haven't been called for a job yet, though apps are in. i can now tell ya why women and children disappear daily. alcohol/drug abusers are horrifying and when they manipulate a justice system it gets worse. bradford cty justice has allowed him to stay out of jail, put us on street, get unsupervised visits even w/ 3 yr P.F.A. against him, not get our belongings, not charge him child abuse even w/ pictures and proof of cut up child, and proof of his drug abuse. we just need help till i get a job, i have done ok getting them all basic living needs, we had nothing, but that doesn't bring cash flow, and i was beat good w/ 2 hurt children.there must be something somewhere because there is nothing but more abuse in bradford cty, PA

I suffer severely from an old(2005) spine injury and need an Mri ($233)to get some medical attention.I have applied for SSDI but was denied the first time and filed an appeal in early October. Besides being in continual severe pain,an extremely dangerous symptom has manifested itself. In the last 6 weeks, I have not been able to have a bowel movement without many laxative aids and this is very dangerous.I need to see a doctor immediately. This is a common occurance with spinal injuries such as mine.I do not have anyone in the states to ask for financial help and pray that God's children, my bretheren, you, will help me.I am desperate and I am getting very very ill from this.I beg of you for your help,I need a good Samaritan. If you will not help me,and I pray to God that will not be the case, can you direct me to someone who can? I leave it in God's hands now. In the service of Christ, Stephen S Dallas
My grandpa has a green card, can he still get medicare financial help for an operation? My Grandfather has been in the USA for 7 months, with a green card and he has an eye infection. He needs surgery, and will be coming back to my house. I'm going to take him to the hospital, in emergency and see what they say. Will they offer him any financial aid? He's over 65 and has had a few coronary bypasses, so what is going to be the procedure for him? Thanks in advance.
Can a cat give you rabies or other emergency condition? My son(14) was bitten by a cat. I am currently on unemployment and had to let my insurance go for financial reasons. I haven't been living in this location long enough to have a family doctor and there doesn't seem to be any walk-ins anywhere close. But that doesn't mean I am not concerned, it just means that if it's not an emergency, I'd really rather not make a bill I can't pay. Your advice PLEASE.
Where to find lenders for emergency funding? I have an emergency with my bank account and am getting into even more financial despair. Payday loans won't work, because I am self-employed and income not verifiable. Please, somebody send me an angel! This is an emergency that has only 24 hours to resolve. I am desperate! Thank-you!
How can I find a poor credit loan to cover an emergency? I am a journalist living in California making decent money now, but financial problems I had in college are coming back to haunt me. I have very poor credit as a result. Now, I have had an emergency situation pop up - I need to pay off some folks I borrowed money off of and I need to return to my home in Arkansas to tend to a family situation. I have $300 in my savings account, but I need approximately $5000 to take care of my immediate needs. I can't go to a payday lender but I'd be very willing to work out a deal with a private lender who can send money to me where I can get it very quickly. I've tried to sign up for Prosper but it will take 5 days or so for them to verify my information and I don't have that much time. I have two websites that will verify my standing as a journalist and my employment status, and I have several computers I'd be willing to sell or put up as some form of collateral or something. Thank you in advance for your assistance.
Financial help, What do I next? I bought my first home..... I have an Emergency Savings Started my 410K What do I do next? Uncle suggest taking second mortgage for down payment on second home. Open a Roth IRA? Keep tossing my money towards savings What would you do?
What are some grants / scholarships / loans a person can get on an emergency ASAP need? I just found out my university royally d*cked me over because they never told me my financial awards from them are only good for 4 years. Besides speaking to my school's Dean for my financial advisor's lack of communication skills, I am wanting to know what are some good grants or scholarships that anyone knows that can give away money on "emergency" based need (e.g. where I was unable to apply for their grant/scholarship by their deadline [like June] because then I had no idea I would be short on money, and now I just found out so I'd need money right away). I already have too many loans on my parents' names (PLUS loans) from banks, and I am uneligible for loans in copious amounts from banks under my name since I have no credit history.
How can I save money for an emergency fund and traveling? I currently make a little over $2500/month. Rent = $800 College loan = $107 Timeshare = $168 (I wish I never bought it!! It's really hard to sell.) Credit card 1= $3000 (5% interest) Payment: $200/month Credit card 2 = $200 (22% interest) Payment: $100/month Credit card 3 = $97 (22% interest) Last payment: $97 Transportation = $100/month Food = $100-$200/month Cellphone = $60/month By the end of the month, I am always short of money! Just looking for people who can offer good advice b/c I don't have money to go to a personal financial planner. Thanks in advance.
Emergency FinAid...Mid School Year? Any suggestions? I need to know any sources of emergency financial aid. (A loan will be my last option.) Here is the thing: I have filed my FAFSA for the 2007-2008 year with my 2006 tax info. I got a weak grant and a private scholarship. In August 2007 I got laid off from work. That means that in 2007 I made half of what I made in 2006. So I know my EFC has change. I am married so now am only on my husband's income. The money I have left for the 2008 Spring semester is only $1500. That is not even enough for all my classes let alone books. I have filed an appeal with my school's fin aid office but they have not been very helpful. Do you know where else I could try to get money for this upcoming semester? Any emergency money for a situation like mine? I have kept my part time job but it is not nearly enough that just gas money... Any sound suggestions will be appreciated, thank you!!

No the Mercedes gets 28mpg! And although the Honda is kinda like mine, it's technically still my dad's so he sorta tells me where I can or can't go. So if I want to go out of state, he won't let me. If I get a car then I can be more independent

Using the Electronic Reserve Readings (ERR), the Course Web Links, University Library, Internet, and/or other sources of literature, for Managerial Finance Week One, review at least two articles that discuss the U.S. financial markets, the role of investment bankers, and the sources of capital available to corporations. Write a 900-1,150-word paper describing how a corporation raises short term and long term capital through this financial system. I need some links, or some articles on managerial finance week one. Also a syllabus on M.F week one would help. Please give me relevant links/ tips on the topics addressed here. Thank you dear kind hearted fellow earth citizens for your help. Peace to you

Emergency help regarding child support putting a lien on a joint checking account? My husband just recently recieved a lien from child support that they are putting a lien on our financial bank. It is my understanding that as long as it is a joint account, they cannot touch it. I live in Colorado and although there is not much in our checking account, it is all i have to pay our bills. He currently was told that he doesnt have to pay child support anymore, but he is being garnished for arrearages. He is set up on a garnsihment to pay back this arrearage. Can they seize our checking account? Thanks for answering my question, but perhaps there is a misunderstanding here. My husband HAS been paying child support for the past 12 years every single month, the arrearages is from when his ex disappeared and he did not know where they were. The children are all over 21 now. We are set up on a payment plan with child support to pay back the arrearages and have been for a while. He is not a deadbeat, just didnt know much 12 years ago.

i need help with my current financial situation please...? Hello everyone, I hope all is well and everyone enjoyed their Thanksgiving with their friends and families. I am running out of options in terms of trying to get an unsecured loan for $50,000 to cover all of my unsecured debt. I am seriously debating whether or not I should join a dmp. I have a good credit score (between 700 and 720 from the 3), I have never been late on anything in my life, and I have a 76,000 annual income. My problem is I had a recent tragedy in my home, it caught on fire and my insurance didnt cover the interier. I had just purchased the home and 2 days after closing the fire occured. I have now managed to get right around $45,000 in debt from credit cards and personal loans. I am afriad to join a DMP because I care a lot about my fico score. Also, what happens to the credit cards that I have? Do they cancel them so I cannot use them? I wouldnt want that to happen, I would at least like to keep one of my cards with a $0 balance open in case of emergencies. I have currently been paying approx $2,000 a month towards credit cards/loan and I have a mortgage of $1920 a month which my roomates contribute to $1000 of that monthly. Can anyone please give me any positive/negative insight in terms of joining a DMP and if fingers point the right way can you please recommend a well known DMP? Thank you for reading this post and I hope everyone has a wonderful holiday season!

I am a nursing student and I just began a pt job at Kmart. My current landlord has another house for me to move into and the rent will remain the same $690/month. Rent is due I have no money. I am willing to work another job if I have to but right now I need some help to pay my rent. My landlord is threatening to rent the other property out to someone else and I will have nowhere for myself and my children to go. I don't have money for a security deposit to move elsewhere. Where can I find emergency rental assistance or any kind of assistance to help me. I don't receive any financial aid funds until January of 2008. Please help! Thank you for your responses FYI those who say ask the father well child support order states that hes doesn't have to pay because it would be unjust to apply the child support formula to him because he picks them up from daycare and gets them on the weekend. I am looking for rental assistance for Detroit Michigan i'm not sure what township that is to locate the township trustee. Please assist me if possible. Thank you for all of the answers i've received so far!
Financial Aid question! I recieved financial aid for one semester but dropped 3 classes and failed one........ I applied for Finan. AID and got it I used it for one semester but then I dropped three classes and failed the last one due to family crisis/emergency, wasn't able to take all classes . Financial Aid told me I might end up having to pay Gov't back a portion. OK its understandable but it has been about 6 months now do you think I might be able to receive Fin. Aid again. FYI our annual income has dropped over the time so if I were a new student, I would get more than I did before....
How to appeal ex parte emergency support? Emergency support was awarded without regard for respondents financial debts and is having difficulty meeting support payments. Some items included in emergency support were cleary unnecessary and petitioners income was not included in the decision. Have heard it is very negative to file a complaint against the judge even if it's justified. No lawyer will participate because it would ruin their career in that town with that judge. What options are there to file to ammend or change the support. The emergency support with the respondents monthly payments is more than he makes in a month, at least $1,000 shy. Everyone says the judge can't do that to a person, well it was ordered, how can it be changed? it's not child support, it's different, and it's not my case

Should a young couple save money in retirement accounts or stock money in an emergency fund.? A question for all of you advisers & planners out there... Should a 24 year old couple save money in a retirement account (after normal 401k contributions) like a Roth IRA or use that money to invest in a safe money market account to get to the 3-6 month level of savings financial professionals say you need in case of an emergency. One other thing to note is that this couple has principal currently sitting in Roths > 5 years, so money can be withdrawn from the Roths tax & penalty-free in case of an emergency. I may be answering my own question, but I wanted to get other perspectives on this issue.

What do you think Financial woes jeopardize area hospitals (Los Angeles) ? Nearly two dozen private hospitals in Los Angeles and Orange counties, accounting for up to 15% of beds in the region, are in dire financial straits and in danger of bankruptcy or closure, according to hospital administrators, industry experts and state data. The troublesome development follows the closure of community clinics and hospitals in recent years that has left the healthcare system seriously overburdened. If even a few other hospitals close or reduce costly critical-care services, it could mean longer ambulance rides to hospitals, additional delays in emergency rooms and less access to care, especially for poor and uninsured people. Among the hospitals in poor financial health, according to industry analysts, are Downey Regional Medical Center, Centinela Freeman Health System in Inglewood, Brotman Medical Center in Culver City, Century City Doctors Hospital and four Orange County hospitals owned by Santa Ana-based Integrated Healthcare Holdings Inc. including Chapman Medical Center in Orange and Western Medical Center in Santa Ana, one of three trauma centers in the county. In interviews, senior executives at Centinela and Downey said they were considering closing their emergency rooms. Downey's chief operating officer, Rob Fuller, added that his hospital could close entirely as early as next year if its financial picture didn't improve soon. http://www.latimes.com/news/local/la-fi-hospitals23sep23,0,1253335.story?coll=la-home-center
Family Emergency -? ** I tried asking this in the business/finance section earlier and got no helpful responses other than people trying to push their home based businesses! So I am posting it here in hopes of getting some HELPFUL answers!

My Beagle has eye problems! Help!? My Beagle has been having eye problems today. Roxy is about 5-6 years old(we adopted her so not exactly sure). Her left eye seems irritated like there is something in it and she keeps blinking it but when I look I don't see anything. I did wipe around her eye as she seems to be tearing more than normal. I don't know if she scratched it or if it could be from the mold developing in our apartment due to a flood this weekend. She does seem more lethargic today than usual. Unfortunately, an emergency visit is not an option for financial reasons. Thanks guys!
please dont turn your backs this happened to me please help and read this atleast youll know before you judge? This is Child Protection? By Gregory A. Hession, J.D. Published: 2007-07-23 05:00 Family | Email this page | printer friendly version Imagine your terror and panic: you are awakened by an armed SWAT team in the middle of the night, demanding to be let into your home to take your children away. The grim-faced agents show you no warrant, no court order, and no mercy. They give you no reason for their presence, other than having received an unspecified report about child abuse. They bark commands and menace you and your children with their weapons. The children are taken out of your home screaming, shoved into cars, and whisked away into the night. This is not a Soviet-era movie script, but a reality in thousands of homes in the United States every year, courtesy of state child protective services agencies. The least reported and understood social crisis of our time is the vast new police state run by these state social services agencies, which are generically referred to as “child protective services,” or CPS. The states have different names for them, such as Department of Social Services or Department of Children and Families, but they are all operating under a federal mandate. Whatever they are called, our next generation of children may never recover from their predatory intrusions into families. Some may dismiss these concerns as hyperbole, but the numbers are appalling. In 2005 alone, over 3.3 million reports involving six million children were made to state child-abuse hot lines, the vast majority of which eventually proved to be untrue. Over 500,000 children currently are in foster care. Another 300,000 or so are forcibly removed from their homes by the system every year. Tens of billions of dollars are expended every year on the care of these children, and on the juvenile court systems which enable it, along with costs of therapy, drugs, lawyers, and related services. This system is relatively new. In response to professional agitation to “do something” about the problem of child abuse, Congress set forth standards for state child protection agencies in 1974, in the Child Abuse Protection and Treatment Act, also called the Mondale Act for its senatorial sponsor. If a state conformed their system to the federal mandate, it could get generous reimbursement from the feds. The states immediately complied, and modern child protection was born. The system does not work, and never has. Thirty years, hundreds of billions of dollars, and millions of ruined families later, the problem of abuse is little improved. Not one state has ever come close to meeting the bare minimum standards set out in federal law for CPS agencies. Of seven federal criteria that apply, only a few states have even met one, and no state even complies with a few of them. In almost all cases, children are traumatized by their experiences in state custody. A large number of the children taken into captivity never return — many are adopted out to other families, killed, injured, or caused permanent psychological harm. Parents are rarely helped, even when they need some improvement. Can this happen in America? It can, and it does. What follows is a brief tour through the seamy underbelly of the CPS system. That these agencies engage in such despicable behavior is often not believed by anyone who has not been directly affected by it. CPS structures and systems resemble those used by totalitarian regimes. The Snitch Network The entry point of most children into the child protection system is through a government-mandated “snitch network” consisting of 50-odd professions that are required by law to report any suspected child abuse or neglect to a state “hot line.” Teachers, police, therapists, doctors, nurses, even clergy, must report to CPS, under threat of prosecution. In addition, CPS propaganda has convinced many neighbors and friends and personal enemies to make such reports. Once a report is made, the CPS agency has to decide whether it is credible, and if so, what to do about it. Of about 3.3 million calls to state hot lines in 2005, about 40 percent were screened out before going any further. For the remaining calls, the agency had to decide whether it was an emergency, or could be administratively investigated in due course. Why are so many reports of child abuse being generated? A large contributing factor is that the legal definitions of abuse and neglect are so elastic as to encompass virtually any parental behavior, from spanking their children to letting them eat too much “fast food.” Also, supply sometimes creates its own demand, since an army of professionals has arisen to service the industry, and must be kept well fed. In response to child-abuse emergencies, real or imagined, the agency usually sends CPS agents and police to a home. The police pry the children’s little fingers off their mother, with everyone screaming hysterically during the “pull,” as they call it. In other cases, children are snatched from school or from buses after school, without notice to parents frantically waiting at bus stops. Often they are taken late on a Friday afternoon, so parents cannot challenge the action in court over the weekend, and so that the children can be held incommunicado and given medications — drugged — during that time. The goal is to soften the kids up to make “disclosures” about parental abuse in order to allow CPS to get a court order for custody. Sometimes CPS agents go to court to get an order before taking the children, but when they do so, it is almost always done in secret in a closed courtroom, without the parents or attorneys present. Unfortunately, CPS often gets it wrong both ways — genuine abuse is often missed or ignored, while most of what is reported as abuse or neglect does not rise to any reasonable level of seriousness. (See chart below.) Into the Belly of the Beast After the snitch network does its part to get the children into the CPS pipeline, the cases either go into an elaborate administrative process, or to a so-called “shelter” court hearing, held within a few days in order to determine whether the removal of the children from the home was proper. At that court hearing, usually conducted in secret without the press or public allowed, the court will appoint separate lawyers for the mother, the father, and the children. Many of these hearings are conducted so quickly that parents do not have time to prepare a defense, and the lawyers often cut corners by telling their clients to just agree to keep the children in custody until a trial, which could be a year or more away. Only later do the parents find out that they had agreed that their children needed state protection and had waived any possibility of getting them back quickly, or even at all. The cases that do not go to court are shunted into a surreal, nightmarish administrative system, and the children are often allowed to stay at home or with relatives while the bureaucrats dither. A social worker will eventually make up a document called a “case plan” or “service plan,” in which the alleged failings of the parents are summarized. The case plan includes a set of tasks and social services intended to “fix” the parent, much like one might repair an appliance. In order to get the children back home if they were taken, or to foreshorten an administrative case, the parents must do all the activities mandated on the plan, such as going to parenting classes, meeting with a social worker, going to substance-abuse treatment, or getting psychological evaluations. Social workers, often severely maladjusted and working out their own tortured past vicariously through their clients, frequently treat the parents with whom they work as property, ordering them around at whim. They set up services to be done during work hours, causing people to lose jobs and placing the family in financial distress. They can order that a man suspected of spanking his children must leave the home, putting additional emotional and financial burdens on a family. As with most government programs, there are unintended consequences that no one considered when putting the scheme together. Since social workers are so easily duped, divorcing spouses have made extensive use of CPS reports as a weapon in family court. Want to get custody fast? Just call CPS and accuse the other spouse of abuse. CPS will also do the bidding of schools that have trouble handling difficult children, and will threaten parents who do not want to drug their children with ADHD chemicals. When children are placed in foster care, the agency usually treats them with mercenary callousness. Social workers and foster parents do things to children that if done by parents would likely have triggered removal of the child. Children are routinely kept out of school for weeks, are denied needed medical care, and are even abused physically and sexually. Children with asthma are often placed with heavy smokers, and children with speech impediments are often placed with immigrants who struggle with English. Almost all children are heavily drugged, with up to six powerful mind-bending medications, in order to ensure their docility. Even in little ways, the system continually shows contempt for its captives. Social workers leave a home without putting the children in car seats, cancel visits with the parents if they have better things to do, or place the children in homes far from the parents in order to make it harder to have visits. The grinding banality of socialist-spawned child care is soulless, loveless, and arbitrary. Abuse committed against a child while in foster care is supposed to be investigated by a special outside unit, similar to an internal-affairs division in a police department. However, mindful of potential lawsuits if abuse were discovered, the investigators usually don’t find any. Statistics reported to the government about abuse in foster care are low because the agency gets to do its own investigations. In my experience representing parents, most of whose children have been actually abused in foster care, the CPS usually sweeps the allegations under the rug and fails to stop the abuse. Outcomes of Child-abuse Investigations Though states' "child protective services" intervene readily in family situations, using as a guideline for intervention whether a child "is at risk of maltreatment," even after 40 percent of allegations of child abuse are initially screened out, a further 66 percent of the remaining allegations of child abuse are found to be unsubstantiated. (This number includes the cases labeled on the chart as "Alternative Response Nonvictim," where no investigation of the reported child abuse was undertaken, yet it was determined that there was no abuse.) Your Day in Court Juvenile or family court is where the fate of millions of children is decided. Not many years ago, these courts were a sleepy sinecure for a few political hacks. Now, with the child-abuse industrial complex in overdrive feeding them, juvenile courts have come into vogue. Crowds of sad-faced parents shuffle around the court’s waiting areas, lining the halls. Lawyers, forgetting the indescribable pain that their clients are enduring, openly laugh and gossip with CPS attorneys and therapists. At court hearings, the parents usually cannot speak, and the children’s wishes are almost never heard or considered. Hearings often last only a few minutes, or even seconds. The traditional rules of evidence and notions of due process are rarely observed in these special courts, which are neither criminal nor civil. Hearsay on top of hearsay, sometimes three or four layers deep, is often admitted into evidence, which would never be allowed in any traditional court. The burden of proof for taking children away from parents on a temporary basis is merely to show by a “preponderance of evidence” that the child was abused, which is a weak and ill-defined standard. By contrast, the state has to prove guilt in a speeding ticket case beyond a reasonable doubt. A final termination of parental rights requires that the state prove unfitness by “clear and convincing evidence,” still well short of the quantum of proof required to prove jaywalking. Most juvenile cases end with a judgment against the parents, allowing CPS to keep the children until they are 18, or to farm them out for adoption. The home team — that is, the CPS prosecutor and social workers — are in front of the judge every day. The process becomes a choreographed dance, like a Mozart-era minuet, with all the players moving in lockstep and the outcome often determined before the first witness is called. By looking at the numbers, one would conclude that there is an epidemic of child abuse in America. However, the evidence shows that there is actually an epidemic of hysteria about child abuse, because most of the official complaints are either false or greatly exaggerated. It is a squalid business. Big “non-profit” companies have arisen to service the insatiable demand for warehousing children and providing therapy, education, and other services. Special needs children can sometimes fetch thousands of dollars per week for these sub-contractors from the state and the feds, which make millionaires out of the subcontractors owners and officers. Tens of thousands of parents have their parental rights terminated every year, and their children taken for adoption to other persons or families. In 2005 alone, 67,000 children were removed for adoption. Another 110,000 were waiting for adoptive homes. Each of these children has been through a painful removal from parents, a lengthy court process, numerous foster homes, large amounts of drugs and therapy, and sometimes years of waiting. The Adoption and Safe Families Act, passed by Congress in 1997, sets out adoption quotas for the states, with money bonuses for exceeding them, and even larger bonuses for processing a larger number of “special needs” children. Thus, adoption becomes the goal for many children who should not be taken from families in the first place. For CPS, it becomes just a commercial sales transaction: meet the quota, collect the cash. Some parents do abuse children, and states have comprehensive criminal laws to deal with those cases. Most persons would likely disagree with CPS in how it defines abuse or neglect. Families are attacked for home-schooling or spanking their children, for not overseeing all play activities, or for when a child has an accident. Sometimes a child’s illness, poverty, or parents who are going through a time of conflict will trigger CPS involvement. There is also a palpable animus against families who are religious, or who do not like state interference. Only a very small percentage of the 3.3 million reported cases annually prove to be genuine abuse, and the system does a bad job of sorting them out. There are reasons why the system does a bad job. Colleges churn out hordes of 23-year-old social-work graduates, childless and clueless, who are sent into homes to make life-changing decisions. Their formal education is grounded in doctrinaire Marxism and feminism, and they believe in their viscera that the state should communally raise children. Another disincentive to changing the system is the fact that social workers are given legal immunity for almost any discretionary decision no matter what harm results to the children. Social workers exercise virtually unlimited power over families, with little accountability to anyone for overreaching or even for egregious offenses. Federal reimbursement is the locomotive that drives the child-protection business. Regardless of what families actually need, CPS determines where to place its resources based on what returns the most reimbursement. The vast percentage of federal reimbursement (90 percent) comes from taking children into custody, while only a tiny fraction (10 percent) is available to help intact families. In other words, taking children pays, helping families costs. The game of cadging federal CPS dollars has become so intense that states often hire multi-million dollar consultants to assist them in maximizing federal reimbursement for the children they take. For instance, Massachusetts hired the now-defunct Arthur Anderson Consulting, at an estimated fee of about $8.6 million, to structure the state program to take advantage of as many federal reimbursement categories as possible. What Can Be Done? Is the system really as corrupt, incompetent, destructive, and ineffective as this article portrays it? No, it’s actually far worse — if you ask a parent whose children have been victimized by it! The public perception is that CPS is doing a tough job, and standing against child abuse. However, any family caught in its web would testify to a completely different reality. When I take on a new case and forewarn a family about CPS dirty tricks, they usually think I am exaggerating. Surely it can’t be that bad. However, after the first court hearing, or if their children are removed, those families uniformly confirm that I didn’t tell them the half of it. What should be done to address the problem of child abuse and the problem of abuse by the system of parents and children? It won’t be easy because CPS policies and actions are based on a deeply flawed world view. Moreover, the agencies are run by inept and agenda-driven managers and social workers, and are enabled by a dysfunctional legal system. Real reform would cut at the very heart of the premise of child protection — that the state is a better parent, a legal doctrine called parens patriae in Latin. Some fixes are obvious — end federal standards for and funding of state child protection agencies, set objective standards for child abuse, require traditional due process in juvenile courts that are open to the public, and eliminate immunity for social-worker malfeasance. Millions of children are imperiled by this imperious, abusive CPS system, which works quietly without much public scrutiny. Change will likely come only when its cruelties have been exposed, and the public reaffirms that raising children is the responsibility of families, not the state.
Where to find help and advice? My mum suffered a brain hemorage earlier this year, which in turn cost her her job. Her financial status is bad! She started a new job, but has been on the sick now for 2 weeks, and i worry about how long she'll keep this up for. I moved back home earlier this year after leaving my soon to be ex husband and to start a new life. I have a full time job. My mum gets £300/month from me. She now is saying yet again that she cant afford the rent, gas, elec, water, coucil tax, car fuel and insurance, food. I have flatly refused to get us a phone line (she cant due to her credit rating) to which she didnt like. We all have mobiles to make emergency calls. She is constantly depressed and is always nagging me for more money. I need help, before this gets too much for me. I feel the money she gets from me is adequate. She is saying she's not ready for work and feels she rushed into it. Where/Who can help us get financial help? Who should we contact? I have no idea and feel im lossing the plot!
