  1. To put in simply, they didn't successfully address either. Those are the exact reasons for the Revolution. Louis 16th was totally incompetent. The 2 upper estates of the Estates General - the clergy and nobility - would not consent to being taxed: even Louis 14th, the Great Sun King, failed to accomplish this. The collection of taxes was farmed out to professional tax-collectors, whose fee was that they were allowed to keep 1/3 of what they collected. But upon the completion of the Palace of Versailles, France was already for practical intent and purposes, bankrupt. The only way the ship of state could be kept afloat from then on, was by loan after loan; until finally, no one would loan the government any money. The security forces could not even be paid; a hungry policeman or soldier will fight for the side that will feed him. And the monarchy discredited itself, by trying to flee the country, and would not accept the idea of a constitutional monarchy. The mass of the people really had no choice but to revolt. Wotan
