1. Federal and State checks may be handled like cash in most banks, so you should just be able to go in and cash it. The normal clearing time does not apply, So I have deposted a state check and as I recall the funds were available either immediately or the next day, I forget. I can't remember a lot of things and people say my light bulbs are a little dim.
2. Not that I am aware of. You could use that check and open a personal account and that shouldn't cost you anything.
3. I usually check to see where the school banks and take it there to see if they'll cash it. My school also has a partnership with a bank. Check around, see who has ATMs on campus, or look on your check and see where it's drafted from. They'll usually cash it for free.
